EQUANS is looking for a Highway Inspector to join our team in Grimsby. This is a permanent role working full time hours. On offer is a competitive salary between £23,500 – £26,000 depending on skills and experience and benefits package.
What will you deliver?
The individual will be part of a team that has responsibility, under delegated powers, to ensure that the Local Authority discharges its statutory duty for the inspection, assessment and maintenance of the highway to ensure it is safe for all users of the network and the wider community, having regard to core objectives of safety, serviceability and sustainability. Investigation of possible breaches of planning and highway legislation in accordance with national and local policy and procedures.
Under delegated powers, Equans are required to undertake effective and systematic regimes of inspection, assessment and maintenance of the highway network to ensure the local authority discharges its statutory duty under the Highways Act 1980. The post holder is responsible, on a daily basis, for inspecting, assessing and prioritising reactive maintenance works on the highway to ensure the safety of the highway user. The decisions the post holder make are crucial in the support of the statutory defence (Section 58 of the Highways Act 1980) and ensures the local authority can manage its liability and risk in the event of legal proceedings against it.
- To inspect, investigate and order works as necessary to maintain the highway network in a safe condition.
- To conform to legislation, policy, codes of practice, procedures and standards to ensure a robust and consistent approach to highway maintenance.
- To maintain accurate records and documentation to ensure the local authority has adequate records for future reference and to enable the local authority to establish a defence against any action or liability claim that may arise.
- Working within strict legal protocols and timescales, assist with the processing of third-party insurance claims, providing inspection and maintenance records, meeting claimants and solicitors on site, providing statements of evidence and attending court for cross examination in defence of the local authority.
- To establish and maintain effective working relationships with all stakeholders including client officers, elected members, the general public, parish councils, neighbouring authorities, emergency services and any other interested parties on matters relating to highway services.
- To investigate stakeholder enquiries within prescribed timescales as directed by Highway Asset Engineer and Highway Maintenance Technician’s, often including complex and diverse issues and advise on potential solutions to problems to ensure the safety of the highway network.
- To assist with the investigation of freedom of information requests within prescribed timescales.
- To inspect the work of in-house labour force, contractors, or other third parties working on the highway, and to take any necessary measures to ensure their compliance with relevant legislation, specifications, standards and codes of practice.
- To identify and report on the need for more substantial improvement works on the highway, beyond the scope of reactive maintenance, for example roads requiring reconstruction, resurfacing, surface dressing and slurry sealing.
- When required, provide advice to third parties working in the highway, and if necessary, intervene to stop unsafe working practices.
- To assist with the enforcement of relevant legislation to ensure the safety of the highway network.
- To investigate and assist with the processing of applications for the construction of vehicular footway or verge crossings.

Who are we looking for?
- Knowledge and experience of Highway / Civil Engineering construction methods, highway maintenance treatments, materials and equipment
- Be able to work methodically and systematically and maintain robust and accurate records
- Be able to evidence a calm and professional approach to their duties
- Be self-motivated and be able to work unsupervised.
- Experience of using specialist IT software systems, databases and spreadsheet systems
- Good oral and written communication skills
- Demonstrate a commitment to continuous professional development
- A full driving licence
